Windows Embedded Compact is the evolution of Windows Embedded CE. Compact is a componentised, real-time operating system used to create a wide range of small-footprint enterprise and consumer devices.

Windows Embedded Compact 7 uses tools already familiar to many OEMs to help create devices with attractive, intuitive user experiences. Silverlight for Windows Embedded, a UI framework included with Compact, combines the flexibility of declarative UIs with the performance of native code. Silverlight for Windows Embedded is based on Silverlight v3.0 and allows developers and designers to create and update device UIs using Microsoft Expression Blend. Compact also includes an updated Internet Explorer, built on the same core as IE in Microsoft Windows Phone 7 and includes support for Flash 10.1, panning and zooming, multitouch and viewing bookmarks using thumbnails.

Compact 7 introduces symmetrical multiprocessing, providing new support for critical application performance and device availability. Developers can use familiar tools like Visual Studio 2008 and Platform Builder, and gain access to the global Windows Embedded partner community. New DLNA and HD support, as well as MTP and media library, provide the foundations to create new entertainment experiences.

The RTOS provides the connectivity support needed to create seamless connections to PCs, servers and online services. Compact 7 offers updated NDIS 6.1, Wi-Fi, Bluetooth, 3G, Kerberos v5 and USB networking.
